State Rates Castaic Dam Condition Poor but Says Facility Remains Safe for Continued Use

CASTAIC JUNCTION, Los Angeles County — California’s Department of Water Resources says the Castaic Dam modernization program is addressing infrastructure deficiencies flagged by the Division of Safety of Dams, including concerns about spillway performance during extreme flooding and intake towers during a major earthquake.

The state records a ‘poor’ dam condition assessment rating because remedial work is needed, while explicitly stating that its evaluations find the dam safe for continued operation. A major safety assessment conducted between 2022 and 2024 reviewed possible risk-reduction approaches. The state has worked on intake-tower debris mitigation, updated instrumentation planning and investigations of the bedrock and uplift conditions beneath the spillway.

A poor rating should not be interpreted as a declaration that the dam is failing or that an emergency evacuation is underway. Conversely, the statement of safe continued operation does not mean future improvements are optional or completed.
